Omar Garcia ’72, ‘75

From Texas A&I to shaping school finance across Texas, Omar Garcia ’72, ’75 has spent decades helping school districts plan for the future.

A proud Javelina, Omar earned both his bachelor’s and master’s degrees through the College of Business. His career would go on to make a lasting impact on how Texas school districts plan for and manage their funding.

Garcia dedicated 28 years to the Texas Education Agency, serving in several key roles, including time in the Audit Division. In 2002, he retired as Senior Director of the Division of State Funding, after helping guide the state’s complex school finance system for more than two decades. During that time, Garcia developed the Template for Estimating State Aid, now one of the most widely used tools in school finance planning. The template helps school districts estimate state aid, develop budgets, monitor funding changes, and plan for future years. The Excel-based tool remains an essential resource for districts across Texas.

He later continued serving Texas education at Region 13 Education Service Center, where he spent nine years as Director of Statewide School Finance. Today, Garcia works for BOK Financial Securities, Inc as an Investment Banker, but continues supporting school districts by updating and maintaining the template at no extra cost to users.

In recognition of his decades of service and impact on public education finance, Garcia received the Champion of Education Award from the Texas Association of School Business Officials, honoring his lasting contributions to Texas school districts and the students they serve.

From the classrooms of Texas A&I to statewide leadership in school finance, Omar Garcia represents the dedication, expertise, and service that define Javelina alumni. 🐗
